This year is heating up to be another record-breaking one for anti-LGBTQ legislation in U.S. state legislatures.

In an attempt to fire-up a conservative base ahead of mid-term elections, Republican legislators have proposed at least 325 bills so far, with about 130 targeting transgender rights specifically. That’s already ahead of the 268 introduced last year, a previous record. A total of 27 made it into law in 2021, for the worst year in recent history for anti-LGBTQ legislation, according to the Human Rights Campaign, an LGBTQ advocacy group. This year, so far seven have become laws.

President Joe Biden plans to mark Earth Day in Seattle on Friday, but he's struggled to make progress on a sweeping environmental agenda. Some of his plans for fighting climate change remain stalled on Capitol Hill, particularly hundreds of billions of dollars for tax credits to support clean energy. At the same time, scientists have escalated their warnings about the potential effects of global warming. The Democratic president’s deputy national climate adviser, Ali Zaidi, says the administration has accomplished a lot and has a long way to go. Zaidi says Biden faces "challenges” but also has “a mandate to drive action forward on this.”

Cambodia has reduced the required quarantine period from two weeks to one for arriving travelers who are not fully vaccinated against the coronavirus, acting after recording consistently low numbers of new infections in recent days. The Health Ministry also says that travelers arriving by air who have not been fully vaccinated must take a rapid antigen test on the last day of their quarantine. Arrivals by land --  mostly Cambodian workers in neighboring countries -- are required to take rapid antigen tests on arrival as well as on the last day of quarantine. Cambodia had already opened its borders to fully vaccinated travelers last November in an effort to revitalize its tourism-reliant economy.

New Jersey’s recreational marijuana marketplace is open for business. Recreational sales of cannabis for adults 21 and older are scheduled to start Thursday, with the first alternative treatment centers opening at 6 a.m. in part of the state. The start of the market comes a week after Democratic Gov. Phil Murphy announced that state regulators had cleared the way for recreational sales at seven centers that had already offered medical cannabis. New Jersey is among 18 states, plus the District of Columbia, with legalized recreational marijuana markets. New Jersey is first among its closest neighbors to begin recreational sales.

The United Nations’ highest court has ruled that Colombia breached Nicaragua’s rights in waters of the Caribbean Sea. The majority ruling of the International Court of Justice on Thursday gave Nicaragua a victory in a lengthy legal battle, although it may not fully end the dispute between the two Latin American nations. Nicaragua filed the case in 2013, claiming that Colombia violated its sovereignty in the western Caribbean by hindering Nicaraguan fishing vessels and granting fishing permits for Colombian boats. In a 9-6 vote, the world court ruled that Colombia “must immediately cease the conduct.” Colombia had argued that its navy patrolled the area to fight drug trafficking and to protect a biosphere reserve.

Hong Kong has relaxed pandemic restrictions with Disneyland and museums reopening and nighttime restaurant dining resuming as the city’s worst COVID-19 outbreak appears to be fading. Other businesses, such as gyms, beauty salons and massage parlors were also allowed to resume business on Thursday. The relaxation of measures before Hong Kong has reached zero COVID-19 cases marks a shift from the city’s earlier strategy. In mainland China, the death toll rose to 25 in an ongoing outbreak in Shanghai that has all but shut down the country’s largest city. Shanghai has eased the lockdown somewhat for people in areas that have not reported new cases, allowing them out of their homes but still restricting them to their residential compounds or neighborhoods.

South Korea’s Supreme Court has thrown out a military court ruling that convicted two gay soldiers for having sex outside their military facilities, saying it stretched the reading of the country’s widely criticized military sodomy law. The court’s decision on Thursday to send the case back to the High Court for Armed Forces was welcomed by human rights advocates, who had long protested the country’s 1962 Military Criminal Act’s Article 92-6, which prohibits same-sex conduct among soldiers in the country’s predominantly male military. South Korea’s military has long been criticized over how it treats sexual minorities among its service members.

NEW YORK — This was Phil Jackson in his 2015 message to Knicks season ticket holders:

Break out the trumpets, pitch the confetti and drop the balloons. It's celebration time in Big Blue Country. The news Kentucky basketball fans were hoping to hear — dare we say, expecting to hear — came Wednesday with a thunderous clap.

CHICAGO — Blustery, cold weather Tuesday afternoon did not stop Chicago Cubs pitcher Marcus Stroman from partaking in his regular between-starts routine during batting practice before a game against the Tampa Bay Rays at Wrigley Field.

Belgium’s foreign minister is stepping down so she has more time to devote to her husband, who was diagnosed with an aggressive brain cancer. Sophie Wilmes said in a letter on Thursday that her job “demands rigor, availability and total commitment that will not allow me to provide help and comfort that Christopher and our children will need.” The 47-year-old Wilmes served as Belgium’s first female prime minister during 2019-2020. She also was the nation’s first female foreign minister. It wasn't immediately clear who would take over the job amid the geopolitical strife linked to Russia's war in Ukraine.

President Joe Biden is sending his administration’s first national drug control strategy to Congress. White House drug czar Dr. Rahul Gupta says the strategy is the first to prioritize what’s known as harm reduction. That means it will focus on preventing death and illness in drug users while trying to engage them in care and treatment. The U.S. overdose death toll hit a new record of nearly 107,000 during the past 12 months. The document is headed to Congress on Thursday. It also includes targeting the financial activities of transnational criminal organizations and reducing the supply of illicit drugs smuggled across U.S. borders.
