This year is heating up to be another record-breaking one for anti-LGBTQ legislation in U.S. state legislatures.
In an attempt to fire-up a conservative base ahead of mid-term elections, Republican legislators have proposed at least 325 bills so far, with about 130 targeting transgender rights specifically. That’s already ahead of the 268 introduced last year, a previous record. A total of 27 made it into law in 2021, for the worst year in recent history for anti-LGBTQ legislation, according to the Human Rights Campaign, an LGBTQ advocacy group. This year, so far seven have become laws.

President Joe Biden plans to mark Earth Day in Seattle on Friday, but he's struggled to make progress on a sweeping environmental agenda. Some of his plans for fighting climate change remain stalled on Capitol Hill, particularly hundreds of billions of dollars for tax credits to support clean energy. At the same time, scientists have escalated their warnings about the potential effects of global warming. The Democratic president’s deputy national climate adviser, Ali Zaidi, says the administration has accomplished a lot and has a long way to go. Zaidi says Biden faces "challenges” but also has “a mandate to drive action forward on this.”
Cambodia has reduced the required quarantine period from two weeks to one for arriving travelers who are not fully vaccinated against the coronavirus, acting after recording consistently low numbers of new infections in recent days. The Health Ministry also says that travelers arriving by air who have not been fully vaccinated must take a rapid antigen test on the last day of their quarantine. Arrivals by land -- mostly Cambodian workers in neighboring countries -- are required to take rapid antigen tests on arrival as well as on the last day of quarantine. Cambodia had already opened its borders to fully vaccinated travelers last November in an effort to revitalize its tourism-reliant economy.

New Jersey’s recreational marijuana marketplace is open for business. Recreational sales of cannabis for adults 21 and older are scheduled to start Thursday, with the first alternative treatment centers opening at 6 a.m. in part of the state. The start of the market comes a week after Democratic Gov. Phil Murphy announced that state regulators had cleared the way for recreational sales at seven centers that had already offered medical cannabis. New Jersey is among 18 states, plus the District of Columbia, with legalized recreational marijuana markets. New Jersey is first among its closest neighbors to begin recreational sales.
The United Nations’ highest court has ruled that Colombia breached Nicaragua’s rights in waters of the Caribbean Sea. The majority ruling of the International Court of Justice on Thursday gave Nicaragua a victory in a lengthy legal battle, although it may not fully end the dispute between the two Latin American nations. Nicaragua filed the case in 2013, claiming that Colombia violated its sovereignty in the western Caribbean by hindering Nicaraguan fishing vessels and granting fishing permits for Colombian boats. In a 9-6 vote, the world court ruled that Colombia “must immediately cease the conduct.” Colombia had argued that its navy patrolled the area to fight drug trafficking and to protect a biosphere reserve.

South Korea’s Supreme Court has thrown out a military court ruling that convicted two gay soldiers for having sex outside their military facilities, saying it stretched the reading of the country’s widely criticized military sodomy law.
