Syracuse, N.Y. — Dozens of people partying long after closing time had filled Clinton Square early Sunday when a gunman opened fire, hitting two people and grazing a third.

City officials on Thursday revealed new details about the late-night shooting, along with what police are going to do to stop impromptu outdoor parties that have been springing up in Armory and Clinton squares.
